We are a construction company and have repeat offenders who neglect/refuse to properly complete MOL enforced pre-trip inspection forms. Can we set monetary fines to those who do not comply? (verbal, written, financial penalty) We are at risk of having our CVOR rating downgraded, which leads to increased insurance costs and the potential to lose our CVOR license all together.

No, you cannot deduct from an employee's wages monetary fines, your only option for non-compliance of the Company's health and safety policies and procedures would be progressive discipline, up to and including, termination for cause.
