We recently had an employee hand in his two weeks notice. We knew he wanted to start the new position as soon as possible as it payed more money. We told him that we would not hold him back from starting his new position and could start right away. He agreed and went to the new employer. He's now telling us he wants to be payed for his two weeks notice. Is there any obligation on our behalf to do so?

If it was his decision to stop working with you and start the new position, you do not owe him the 2 weeks' pay because he resigned. However, if you required that he stop working for you or prevented him from working during the 2 week notice period, you would owe him the 2 weeks' pay because that would be a termination.
