Can I fire someone for lieing but not braking any rules or policies

I frequently advise employers faced with this exact situation and so I would recommend that you get in touch with me. You should know that as an employer you almost always have the right to fire your employees, but the question will become whether you owe them severance.
If the employee in question lied about something significant or has a history of dishonesty, you may in fact have cause for dismissal and not owe any severance. But I will not be able to give you a firm answer about that until we discuss your situation in more detail.
