What are the regulations regarding taking a full time employee and reducing them to part time hours?

Unless you have an enforceable employment agreement or contract that allows the company to reduce an employee's hours, then unilaterally putting a full-time employee on part-time hours will amount to a constructive dismissal, and the company may be liable for severance.
