I would greatly appreciate your advice on this matter.

Provided that a person is eligible by the ESA, what are the minimum hours or shifts needed to work to be entitled to get paid a normal 8 hr shift for a stat holiday?

It does not matter if an employee is full time, part time, permanent or on a time-limited arrangement when determining if they qualify for the public holiday entitlements. To qualify for holiday pay, an employee must work their last regularly scheduled day before and first regularly scheduled day after the public holiday, or have reasonable cause for failing to do so.
