I am off work due to medical issues caused by work place stress and intimidation if Dr. won't let me go back to work what are my rights.

If authorized by a doctor, you are allowed to take a medical leave of absence (without pay) and the company must hold your position for you during your leave. Make sure that you provide the doctor's note. If you are being subject to intimidation, undue stress and harassment, you may be able to quit the company and seek severance (i.e. a "constructive dismissal").
